Obligations to be Introduced for Non-Turkish Citizens under the 3rd Purpose of the 4th Judicial Reform Strategy Document

The Ministry of Justice issued a statement on 26 February 2025. The statement concerns the foreseen amendments to the relevant Turkish legislation on telephone subscriptions, banks and financial institutions in line with the third aim of the Fourth Judicial Reform Strategy Document.
The amendments will impose the following obligations on Non-Turkish citizens. Please note that all but (e) apply to the Turkish citizens, as well:
- a) To open an account in banks and electronic payment institutions, the chip identification document will need to be verified,
- b) People whose detectable facial images cannot be detected by the ATM security camera will not be able to make transactions from ATM devices,
- c) The establishment of a telephone subscription will be subject to strict rules by applying some authentication methods,
- d) Lines (numbers) whose subscription records are not updated within the specified period will be closed to communication,
- e) The Non-Turkish will be able to possess only one mobile communication line.
