Mobbing Circular in Force

Circular on the Prevention of Psychological Harassment (Mobbing) in Workplaces (No: 2025/3) came into force after being published in today's Official Gazette (No: 32833).
The Circular specifies non-judicial authorities that the employee can apply against mobbing: Workplace authorities, Presidential Communication Center, GNAT Petition Commission, Labor and Social Security Communication Center (Phone Call to 170), Turkish Human Rights and Equality Institution, and Ombudsman Institution.
(Applications shall be submitted in parallel with the legislation to be determined according to the nature of each working relationship, especially Laws No.s 4857 and 657.)
Noting that due diligence shall be paid to include anti-mobbing and protective provisions in collective labour agreements and collective agreements, the Circular also stipulates that relevant institutions and organisations shall hold training and information activities to raise awareness of mobbing.
Intentional, continuous and systematic actions embody mobbing.
Mobbing can lead to the justified termination of the employment contract, qualification for the payment of several labour rights, the administrative judicial process for civil servant victims, and the imposition of criminal sanctions should the criteria be met.
